State of Practice: Savings Groups and the Role of Government in Sub-Saharan Africa
Savings Groups are community-based financial service providers that deliver basic financial services to millions of members in underserved markets worldwide. Traditionally, the promotion of Savings Groups has been led by national and international NGOs and a large extension network of community-based trainers. In recent years, governments across Sub-Saharan Africa (SSA) have deepened their engagement with Savings Groups, recognizing the potential of the community-based microfinance model to contribute to national financial inclusion strategies and development agendas. This state of practice report provides a comprehensive overview of government interventions in the sector across Sub-Saharan Africa. In 2018, the authors conducted an extensive desk review and interviews with 46 government representatives from 22 countries in Sub-Saharan Africa. Promoting Land Rights for Ethnic Minority People in Vietnam
This evaluation is considered an external assessment that serves both accountability and learning purposes. The methodology employed is qualitative, and the evaluation scope covers five dimensions i.e. relevant, effectiveness, impact, sustainability and efficiency in consideration of the evaluation standards of the Organization for Economic Co-operation and Development/Development Assistant Committee (OECD/DAC).
The combination of various approaches was used to guide the preparation and implementation of the evaluations. That includes right-based, result-based, process-outcome, goal free, performance audit, need-based, participatory and independent approaches.
Key informant interviews (KIIs), Focus Groups, Group Interviews, Case Studies, field observations and Desk Reviews were key data collection methods. Triangulation and cross checking were the key techniques to consolidate and ensure the rigour of findings. Field studies were conducted in Hanoi, Lao Cai, Quang Binh and Kon Tum. In total, 57 informants participated in the evaluation representing village communities, LandNet, local authorities, CSOs, policy makers, and project holders. Informants representing different stakeholders were selected after desk review and consultation with project holders. [45 pages]

Projet de Résilience Inclusive et Durable des Agriculteurs et Pasteurs du Mali (RIDAP)
Le secteur de l’agriculture et l’élevage est fortement fragmenté, prédominé par l'agriculture de subsistance et l’élevage extensif itinérant. Selon le dernier recensement agricole de 2004, le Mali compte environ 800.000 fermes qui emploient 8,9 millions de personnes. La plupart sont des petites exploitations. Soixante-huit % des producteurs travaillent sur des exploitations inférieures à 5 hectares (ha), tandis que 18 % disposent de 5 à 10 hectares de terres, mais manquent de matériel indispensable à leur activité. L’effectif du cheptel est estimé à 11 419 900 bovins, 17 400 000 ovins, 24 023 800 caprins, 561 500 équins, 1 099 900 asins et 1 192 900 camelins selon la DNPIA en 2017 avec un PIB au prix curant pour l’élevage et la pêche estimé à 1 214 milliards de F CFA contre 3 412 milliards pour tous le secteur primaire. En outre, une grande partie du réseau de pistes rurales qui permet l'accès au bassin de production agricole, n'est pas praticable pendant la saison des pluies, ce qui empêche les producteurs d'accéder aux marchés urbains et d'exportation. Ce qui fait que les exploitations agricoles familiales restent en marge des opportunités de croissance. Derrière cette absence d'intégration des exploitations agricoles familiales au détriment d'une plus grande productivité - chaines de valeur créatrices et génératrices de valeur (notamment à travers la transformation de produits), se cache également un faible niveau d'organisation et de capacité des marchés. Abdiboru Project Improving Adolescent Reproductive Health and Nutrition through Structural Solutions: Midterm Report
The Abdiboru project aims at improving the life’s of very young adolescent girls’ (10-14 years of age) specifically their sexual and reproductive health and nutrition through structural solution in West Hararghe zone, Oromia, Ethiopia.
The different combination of interventions are implemented by CARE Ethiopia: Arm 1(the Double-combination arm) combines individual and structural/government level interventions; Arm 2 (the Triple-combination arm) combines interventions at individual, structural/ government level, and community levels; and Arm 3 (the delayed intervention arm) serves as a control arm until it receives the better of Arm 1 or Arm 2 intervention in the final year of the project.

Knowledge, Attitude, And Practice (KAP) Study Under TARINA
The TATA-Cornell Institute for Agriculture and Nutrition has been awarded a grant from the Bill & Melinda Gates Foundation (BMGF) to promote nutrition–sensitive food system in India that enhances the availability and affordability of diverse, high quality and nutrient rich foods for the rural poor; through the project known as Technical Assistance and Research for Indian Nutrition and Agriculture (TARINA). CARE India has been the implementing partner under TARINA for the project activities in Odisha across 72 villages in two districts i.e. Kandhamal and Kalahandi. The project commenced on November 2015 and is ongoing. Now that the project has reached its midline, CARE India intended to understand and assess the changes (desirable and undesirable) and impacts (positive and negative) of intervention made so far through conducting a Knowledge, Attitudes and Practices (KAP) study so that based on its recommendations, course correctional steps/actions can be taken to strengthen and maximize the positive impacts in the remaining years. Towards Improved Economic and Sexual Reproductive Health Outcomes for Adolescent Girls (TESFA) Project Baseline Qualitative Study Report
Operational in Ethiopia since 1984, CARE’s involvement into sexual and reproductive health (SRH) and maternal, newborn and child Health (MNCH) programming began in 1995 with the Family Planning and HIV/AIDS program. Right to Food Nepal Midterm
This report presents the results of the midterm review of the Right to Food (RtF) project implemented by CARE Nepal from 2013 to 2017. The review aimed at assessing the project’s performance against its impact goal and domains of change and to make operational recommendations for the second phase of the project. Outcome mapping was also used as a methodological framework for this Mid Term Review. Data collection tools included focus groups, interviews, reflection workshops and collection of most significant change stories. Promotion de l’Acces Aux Toilettes et Aux Emplois a Bouake et Katiola a Travers la Reutilisation des Boues et Des Urines (PATER)
La zone septentrionale de la Côte d’Ivoire se singularise par l’extrême pauvreté de ses populations et l’insalubrité de l’environnement urbain, exacerbées par l’absence d’investissement durant la décennie d’instabilité politique et de conflits armé 2002-2011. L’appel à propositions de la Facilité Africaine de l’Eau (FAE) en 2011 pour des projets d’assainissement autonome en milieu urbain défavorisé a été mis à profit par l’Union des Villes et Communes de Côte d’Ivoire (UVICOCI). Le projet s’appuie sur les leçons tirées des initiatives pilotes de CARE et de l’Agence intergouvernementale Eau et Assainissement pour l’Afrique (EAA) dans ces dites communes. L’exécution de ce projet permettra aux communes de Côte d’Ivoire, regroupées au sein de l’UVICOCI, de disposer d’une stratégie : (i) de promotion de l’accès des ménages aux toilettes adaptées et aux services de vidange des produits (urine et boues); (ii) d’amélioration des rendements agricoles et pour la promotion de produits bio par la réutilisation de ces produits de vidange traités comme amendements organiques (boues traitées) et en prévention de l’enherbement (urine) en substitution aux intrants chimiques (engrais et herbicides), coûteux et peu accessibles dans ce contexte de pauvreté accentuée; (iii) d’amélioration de la qualité de leur environnement; (iv) et pour le développement socio-économique et de création de nouveaux métiers et d’opportunités d’emplois pour les jeunes et les femmes grâce à l’émergence de micro-entreprises, spécialisées dans la gestion des toilettes et des produits de vidange. Exécuté par Care Côte d’Ivoire avec un financement de Mars Inc. le Projet « Women for Change » (W4C) est dans sa phase expérimentale dans 14 localités du département de Gueyo (région de la Nawa). Son objectif est de réduire la marginalisation des femmes rurales et contribuer à renforcer leur autonomisation socio-économique. Pour atteindre cet objectif, le Projet met l’accent sur la mise en œuvre d’initiatives qui favorisent l’accès des femmes à l’information et aux opportunités économiques, qui améliorent leur statut et leur position sociale au sein de la communauté ainsi que leur participation aux processus de prise de décisions.
