Who pays to deliver vaccines? An Analysis of World Bank Funding for COVID-19 Vaccination and Recovery

The World Bank is one key source of funding in the global push to vaccinate 70% of the world’s population against COVID-19. Many actors point to this as the funding that will cover any additional delivery needs for COVID-19 vaccines that national governments cannot meet. With $5.8 billion in funding already approved out of a $20 billion commitment, the World Bank funding is an important part of the picture, but the World Bank alone cannot cover the full gap in vaccine delivery needs.

Reviewing 60 funding agreements from the World Bank on COVID-19 vaccination and recovery shows the following insights.

• There is still a gap in delivery funding. The World Bank is currently funding $1.2 billion in vaccine delivery—10% of the total funding allocated for COVID-19 recovery. If that trend applies to the rest of the $20 billion commitment, World Bank funding will cover a between $2 and $4 billion—well below the $9 billion that ACT-A estimates as the lowest possible investment to vaccinate 70% of the world’s population. In contrast, $3.1 billion is going to purchase vaccines.
• Health workers remain underfunded. Only 15 of 60 agreements, just 25% detail provisions to pay health workers. Of those, 7 explicitly fund surge capacity, 3 provide for ongoing salaries, and 4 allow for hazard pay to health workers.
• Countries are taking on debt to rollout COVID-19 vaccinations. 86% of the funding in this analysis is in the form of loans. That gives countries debt that may weaken future pandemic preparedness rather than reinforcing health systems.
• All funders should adopt the World Bank’s commitments to investments in gender equality. 90% of the agreements in this analysis refer to gender inequality and many make corresponding investments—like requiring that 60% of vaccine leadership positions are women—to overcome these barriers. Earmarking exact funds going to advance gender equality would provide further transparency. Nevertheless, this consistent and concrete commitment is commendable, and all actors should strive to replicate it.

Among those most impacted by COVID-19 are women and girls. Across every sphere, from health to the economy, security to social protection, the impacts of COVID-19 are exacerbated for women and girls simply by virtue of their sex. All of these impacts are further amplified in contexts of fragility, conflict, refuge, displacement and emergencies where social cohesion is already undermined and institutional capacity and services are limited.

CARE Palestine West Bank/Gaza has carried out a Rapid Gender Assessment in order to highlight for policymakers the importance of addressing the gender impacts of this pandemic and social prejudices and gender norms that discriminate against women in the public and private spheres.

This report is intended for policymakers, the Palestinian Authority, civil society organizations—local and international—community members, donors, and the international community at large. It is organized around broad themes and areas of focus of particular importance to those whose programming advances gender equality and reduces gender inequalities. It seeks to deepen the current gender analysis available by encompassing learning from global gender data available for the COVID-19 public health emergency. Among those most impacted by COVID-19 are women and girls. Across every sphere, from health to the economy, security to social protection, the impacts of COVID-19 are exacerbated for women and girls simply by virtue of their sex. All of these impacts are further amplified in contexts of fragility, conflict, refuge, displacement and emergencies where social cohesion is already undermined and institutional capacity and services are limited.

Kinder und Jugendliche Willkommen KIWI Project III Wirkungsbericht 2020

The KIWI project has been in existence since the beginning of 2016. The pilot phase in North Rhine-Westphalia (January to September 2016) was financed entirely by donations from the alliance Aktion Deutschland Hilft. Funding from the Deutsche Bank Foundation, the RTL Foundation "We Help Children" and the UN Refugee Aid enabled us to expand the program nationwide. Subsequently, we were able to consolidate and further expand KIWI nationwide through funding from the EU's AMIF programme and again from the Deutsche Bank Foundation. The promotion of school projects for the design of diversity and encounters and the awarding of the KIWI prize are part of an accompanying project financed by the Deutsche Bank Foundation. This first impact report according to the Social Reporting Standard includes the results of the third project phase as well as the accompanying project. We also report on the development process of KIWI as a "learning" project. Further funding from the RTL foundation "We help children" gave us the opportunity to transfer the KIWI approach to primary education as part of the KIWI kids pilot project (September 2018 – February 2020). This publication also provides a brief overview of the main results of this pilot phase.

Das KIWI-Projekt existiert seit Anfang 2016. Die Pilotphase in Nordrhein-Westfalen (Januar bis September 2016) wurde vollständig aus Spenden des Bündnisses Aktion Deutschland Hilft finanziert. Eine Förderung durch die Deutsche Bank Stiftung, der Stiftung RTL „Wir helfen Kindern“ sowie der UNO-Flüchtlingshilfe ermöglichte uns die bundesweite Ausdehnung des Programms. Im Anschluss konnten wir durch eine Förderung aus dem AMIF-Programm der EU und wiederum der Deutsche Bank Stiftung KIWI bundesweit konsolidieren und weiter ausbauen. Die Förderung von Schulprojekten zur Gestaltung von Vielfalt und Begegnung und die Verleihung des KIWI-Preises sind Bestandteil eines durch die Deutsche Bank Stiftung finanzierten Begleitprojektes. Dieser erste Wirkungsbericht nach Social Reporting Standard umfasst Ergebnisse der dritten Projektphase sowie des Begleitprojektes. Außerdem berichten wir über den Entstehungs- und Entwicklungsprozess von KIWI als „lernendes“ Projekt. Project Link Final Report

Barclays Project Link is an extension of the Banking On Change partnership between Barclays Bank, CARE International and Plan UK (2009 – 2015). During Banking on Change, Barclays Bank Uganda and CARE co-created a savings product, and linked over 1,000 savings groups, and worked with Grameen to co-innovate and pilot 2 digital products for savings groups – the Ledger Link and E- keys. After Banking On Change ended in December 2015, CARE and Barclays continued to work together through Project Link to link 800 more groups to Barclays Uganda and train 800 groups to use E-keys and Ledger Link. Banking on Change, a partnership between Barclays Bank, CARE UK and Plan UK was established in 2009 to deliver a savings-led microfinance programme with the aim of improving the financial inclusion of people in 11 countries across Africa, Asia and South America. Using a savings led microfinance methodology, BoC Change mobilised individuals into savings groups so they could save regularly, and in turn borrow small amounts at a fair rate of interest. A-Card Preliminary Assessment Report

For smallholder farmers (SHFs) with limited savings and assets, agricultural spending is largely facilitated through two credit models, the micro-finance and bank models. The banking system while enabling access to credit at low interest rates of 9-10% average, has failed to reach 80% of SHFs; as SHFs lack collateral and have limited understanding of various procedural complexities. Micro-credit Programs (MCPs) due to high interest rates of between 25-31%, smaller loan sizes and inflexible and short repayment periods have also failed to address needs of SHFs. Furthermore, since both formal (bank) and informal (MCP) credit is extensively cash-based, there is a tendency for its use in nonfarming activities, negatively impacting agricultural productivity and profitability.

To address these challenges, A-Card was designed to digitalize and re-engineer Micro-Finance to enable formal financial Inclusion of smallholder farmers (SHFs). A-Card model was designed by Mr. Bidyuth Mahalder, Chief of Party of the AESA Project and USAID reserves its IP rights. It was piloted in three USAID’s Feed the Future districts of Bangladesh by three implementing partners-Dhaka Ahsania Mission, Care and mPower. A-Card is a debit card specially designed for SHFs, which facilitates financial access to credit for digital purchase of farm inputs at low interest rate (10%), no collateral requirement and flexible payback period (6 month tenure).

This evaluation was conducted in October-November 2017 on A-Card holders who took and repaid their loans before May 2017 in order to assess the product’s impact on productivity and profitability. The evaluation also involved one to one interviews with 200 SHFs, key informant interviews with 5 input retailers and 2 MFI agents who were all part of A-Card to assess the overall impact beyond productivity and profitability and recommendations for A-Card.
