Midline (monsoon flood) and baseline (flsh flood) study of SUFAL-!! project

The baseline study concerning the impact of flash floods and lightning on the SUFAL-II project aims to analyze the context of flash floods and lightning, assess the scopes of the Early Warning System, and examine current trends of hazard-specific responses taken by individual, community, and institutional levels. The objective of this project is to bolster the capabilities of vulnerable communities and institutions in Bangladesh to implement forecast-based early actions. The study employed a mixed-method approach, amalgamating both quantitative and qualitative data collection and analysis techniques. This was done to assess the context, accessibility, usage, and potential of early warning systems and early actions for mitigating the risks associated with flash floods and lightning hazards.
The study encompassed three districts prone to flash floods, namely Sylhet, Sunamganj, and Netrokona. For treatment group areas the selected Upazilas were Gowainghat, Dharmapasha, and Khaliajuri and for control group areas the selected areas were Sylhet Sadar, Sunamganj Sadar, Madan.
Data was collected from 502 households, 12 focus group discussions, and 19 key informant interviews. The study's findings indicate that flash floods and lightning are recurrent and severe hazards that pose significant threats to the communities' lives, assets, and livelihoods. These hazards disproportionately affect women, individuals with disabilities, and farmers. The study also identified several shortcomings in the existing early warning systems, including issues related to timeliness, quality, coverage, accessibility, comprehension, and trust.
The study further investigated the current and potential early actions that can be undertaken by communities and institutions to alleviate the impact of flash floods and lightning. These actions include seeking safe shelter, securing assets and livestock, and implementing strategies to cope with shocks and stress. Most significantly, there are no functional early warning systems in the targeted areas.
A total of 90.00% of the respondents from the treatment group and 50.80% of respondents from the control group areas said they were affected by flash floods within the previous three years. On the other hand, 69.30% of the respondents of treatment group and 50.80% of the respondents of control group areas admitted that their community members were affected by lightning in the past two years. Moreover, 74.40% of respondents of treatment group areas and 58.30% respondents of control group areas said that loss of human lives or major injury occurred due to lightning. Notably, Highest 81.90% of the respondents from both group areas said they did not get any early warning information regarding floods. FGD with respondents discovered that there is no functional early warning system in their areas for flash floods. Sometimes they got warnings through loudspeaker announcements when nearby areas got affected by the flood. In the case of lightning, 92.80% of the respondents from both group areas said they didn’t get any early warning information. Though there isn`t any early warning system for lightning, some respondents said in FGD that they occasionally identify symptoms by evaluating the cloud and notifying each other of the possibility of lightning which is considered as early warning for them. The respondents from both treatment and control group areas shared their opinions about different types of early warnings they received for different natural disasters. The highest 38.20% and 18.80% of the respondents received early warning (supposed to situation update) through television broadcasts from treatment and control group areas. The respondents from the treatment group and control group areas usually don’t get any functional early warnings. Hence, they consider flood situation updates and weather updates as early warnings. A total of 16.70% of the respondents admit that they won’t understand the early warning information due to language barriers, or technical jargon. From the treatment group areas, 61.50% of the respondents shared that due to a lack of clear instructions on severity and impact of the hazards, they won’t understand the warnings. Interestingly, a total of 17.90% of the respondents from both treatment and control group areas admitted some traditional beliefs and superstition might generate distrust against the early warnings. Supporting flood Forecast-based Action and Learning (SUFAL) Project in the 2020 Monsoon Floods

Background: ‘Supporting flood Forecast-based Action and Learning’ (SUFAL) project was designed to contribute to reducing the adverse impacts of the increasing frequency of catastrophic flooding on the vulnerable and poor communities through Forecast-based Action (FbA). The project was funded by The Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO) and was implemented through a consortium led by CARE Bangladesh, with Concern Worldwide, Islamic Relief and Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES). The project was implemented in three northern districts of Bangladesh: Jamalpur, Gaibandha, and Kurigram. FbA contributed to disseminating Flood Early Warning messages with a lead time of 10 – 15 days with timely and accurate weather forecast information, while and it also helping to identify potential flooding areas.

Methodology: The primary purpose of the study was to “Evaluate the impact of early actions” applied through the SUFAL project on household and community beneficiaries in responding to the 2020 monsoon floods. Customized OECD-DAC criteria, Quasi-experimental design (Difference-in-Difference Method), Knowledge, Attitude and Practices (KAP) framework and Value for Money (VfM) framework were used as guiding methods and tools to design study instruments and evaluate the impact of early actions at every stakeholder level. The study covered a control group in non-project areas and three treatment groups in the project areas: Treatment group 1 (EWM support), Treatment group 2 (EWM + Evacuation + Shelter + WASH support), Treatment group 3 (EWM + Evacuation + Shelter + WASH + Cash-grant support). Treatment groups were categorized in three different groups to conduct cost-effectiveness analysis. The study areas were in the districts of Kurigram (Hatia, Begumganj, Buraburi, Shaheber Alga unions), Gaibandha (Bharatkhali, Saghata, Ghuridaha, Haldia unions) and Jamalpur (Kulkandi, Chinaduli, Noarpara, Shapdhor. The survey sample consisted of 224 control respondents (of which 153 were women) and 754 treatment respondents (of which 426 were women), among which Sample for treatment group 1, 2, and 3 were 293 (100 women), 292 (192 women) and 169 (134 women), respectively. A total of 118 of the 754 treatment households interviewed through the survey were women-headed households and 38 out of 224 control group households were women headed households. The team had conducted 7 FGDs with community members in the three implementation areas, and 27 KIIs with community volunteers, project staff, government officials, and other related NGOs.

Impact: It was found through the study that less people in treatment group experienced damages compared to control households, treatment households saved more resources in 2020 than control households, and the average monetary values of assets saved by treatment group in 2020 were higher compared to the control group households. Due to the drawn-out duration and intensity of the flood in 2020, respondents reported that they were not able to prevent more damages although they took more early actions. Besides, treatment areas were the most flood affected areas. The early messages had helped the community to prevent damage to their assets and livelihoods. The percentage of damage prevented in agricultural sector for the treatment group had increased to 28% since the flood of 2019. The damage prevented in fisheries had increased significantly by 18 percent in 2020 in compared to that of 2019. The death of family members from waterborne diseases had decreased (except female members) in comparison to the previous flood in 2019. It is quite evident that the early warning message had enabled the males to take early actions regarding relocation of the vulnerable
family members to higher grounds, relative’s houses, or to the shelters. The cash for work modality had also helped the community people to obtain a source of income by working for the embankment, roads, bamboo bridges, etc. Shelter renovations and upgradations reportedly encouraged the community people to evacuate faster. The average amount of loan taken by a treatment respondent and control respondent was found to have been Taka 20,194 and Taka 18,335 respectively. However, post flood loan burden was significantly less for the cash grant recipients (only 32% took loan after flood) as compared to other treatment groups (more than 50% took loan). The

SUFAL II Baseline Report

The project “Scaling up Flood Forecast Based- Action and Learning in Bangladesh (SUFAL) – Phase II”, is aimed to strengthen resilience of communities to the impacts of frequent monsoon floods. SUFAL-II is being implemented in the districts of Kurigram and Gaibandha, Jamalpur and Bogura. In each district, two types of interventions (one intervention in one upazila) are being implemented. They are -
- Full scale implementation – Capacity development and support to communities to implement sector-specific early actions with extended lead times prior to monsoon floods.
- Partial scale implementation – Technical and capacity building support to the Disaster Management Committees (DMCs) and government officials, with the aim to demonstrate how the FbA mechanism can be operationalized in a district.
The selected areas in each district have ‘medium’ to ‘very high’ risk profiles as per INFORM Index on Risk Management. The risk profiles have been calculated based on the modelling of exposure to hazard, vulnerability and coping mechanisms in place.
Methodology
The baseline study uses a mixed method analysis. Thus, both quantitative and qualitative tools were administered to collect relevant data to assess the baseline status. The quantitative tool was administered to a sample of 1500 households, which were distributed across 60 wards. For the qualitative aspect of the study, a total of 28 Key Informant Interviews (KIIs) were conducted with DMCs and local government officials and 30 Focus Group Discussions (FGDs) were conducted with the community members.
Key Findings
Background of respondents
Under the household survey, a total of 1494 interviews were conducted, of which 1394 interviews were conducted in three treatment groups and 100 interviews were conducted in the control group. The majority of respondents were female (74%), Muslim (95.7%), and of Bangali (99.8%) ethnicity. Approximately 79% of households reported a monthly income that exceeded 5000 Taka.
Floods in 2022
Of all the respondents, 78.4% experienced floods in 2022, with the highest occurrence in the month of Ashar - Srabon. Treatment group 1 (64.7%) and the control group (70%) had a lower flood incidence compared to Treatment groups 2 (89.1%) and Treatment group 3 (86.8%).
Early warning
Of all respondents in the three treatment groups who faced floods in 2022, only 36.3% received early warnings. It was observed that a higher percentage of respondents from the treatment group 1 (69.4%) received early warnings as compared to treatment group 3 (35.4%) and treatment group 2 (11.8%). Overall, out of all the respondents who reported receiving early warning, 85.8% reported that they received it 1 to 5 days prior to the floods. Television (40.1%) and friends/relatives (29.7%) were the primary sources of early warning information. Among other sources, only 8.5% of respondents reported receiving early warning via Audio calls, 19.2% reported from community volunteers (miking or household visit) and 1.2% via digital boards. Among those who received early warnings, 60.3% had information about flood intensity/water level, and 52.9% had information about the lead time. However, only 36.2% received guidance on early actions, 24.7% received livestock advisory, and 13.0% received agromet advisory. This indicates a lack of agromet advisory, flood preparedness advisory, and health awareness across all treatment groups. Tamil Nadu Flood Recovery Project Final Report

In 2015, Tamil Nadu witnessed torrential rainfall and subsequent flooding in many of its coastal districts as the North East Monsoon intensified. The flood caused large scale damages to public and private infrastructure, properties, housing and assets resulting in loss of livelihoods for hundreds of thousand people and loss of 470 human lives. It was declared as ‘calamity of severe nature’ by the Government.

CARE was one of the first humanitarian agencies to be on the field to support the flood-hit communities. Poor households in Cuddalore, Kancheepuram and Chennai city were extended with required relief support to tide over the difficult circumstances caused by flooding. Subsequent to the relief support, CARE formulated a proposal to extend support for recovery for some of the worst affected families in the Kumaratchi block of Cuddalore district. CARE launched the ‘Tamil Nadu Flood Recovery Project’ with the support of BNP Paribas, a renowned corporate in financial services.

ECHO Flood Recovery Project Final Evaluation

The European Commission's Humanitarian Aid Office (ECHO) Flood Recovery Project was implemented over a period of eleven months, and involved flood recovery activities done by CARE in Nsanje District with a view to supporting flood-affected families.

The overall goal of the project was to support recovery efforts of families affected by floods in Nsanje District when they relocated from temporary camps to designated shelters as they began to rebuild their livelihoods and communities. The project was implemented in three Traditional Authority (T/A) areas, namely: Mbenje and Tengani in the West-Bank, and Mlolo in the EastBank.

Emergency Response After Action Review for CARE Ghana’s Response to the 2019 Floods in Upper East Region Final Evaluation

Torrential rains in the Upper East region of Ghana occurred from the 2nd to the 15th of October 2019. The continuous rains led to flooding in all the fifteen (15) administrative districts/municipalities which resulted in the collapse of buildings, deaths and displacement of a sizeable percentage of the population . The most affected districts were; Builsa North, Kassena Nankana Municipal, Bongo, Kassena Nankana West, Builsa South, Tempane and Talensi .
CARE International in Ghana, collaborated with government agencies namely National Disaster Management Organization (NADMO), National Commission for Civic Education (NCCE), Ghana Health Service (GHS) and Information Service Department in the region to respond to the emergency. Key interventions implemented as part of the emergency response were the distribution of food and non-food relief items, cash disbursements, Covid-19 risk communication to victims in four worst affected districts. The districts are; Bongo, Talensi Builsa North and Kassena Nankana Municipal. The relief items included; rice, oil, gari, sugar, Winimix, maize, beans, fish aqua tabs, sanitary pads, buckets bar soap and cloth. Additionally, cash to the tune of GHC 814.00 per flood affected household was disbursed through mobile money system and physical distribution to a total of 700 flood victims across the four districts in three tranches. Dili Flood Response Program 2021 Evaluation Report

Heavy rains across Timor-Leste from 29 March to 4 April 2021 resulted in flash floods and landslides particularly affecting the capital Dili and the surrounding low-lying areas. Responding to the floods, CARE Timor-Leste mounted a rapid emergency response with ECHO funding and proceeded to develop an integrated shelter strategy responding to the acute needs of those affected by the floods.
CARE supported the families who were impacted by implementing an innovative program of community-led recovery projects rehabilitating and repairing the community infrastructure, an emergency distribution of food and other essential items in line with the findings of a consultative gendered shelter assessment. In parallel, CARE played a key role in the development of a national Information, Education and Communication (IEC) campaign around safer home construction that included distributing a shelter IEC campaign through CARE’s longstanding educational Lafaek magazine.
This support directly benefitted 203 vulnerable households through emergency distributions, 2,500 people living in 10 Aldeias in Manleuana through community infrastructure projects and 103,000+ households across Timor-Leste reached with safer home construction information included in the Lafaek community magazine. ECRAS Enhancing Community Resilience and Sustainability Annual Report 2016/2017

The CARE led consortium has been one of the three consortiums implementing partners for the Zimbabwe Resilience Building Fund (ZRBF) UNDP and government of Zimbabwe programme for the July 2016 to June 2017 year. The consortium has been implementing the Enhancing Community Resilience and Sustainability (ECRAS) project in Chiredzi and Mwenezi districts of Masvingo province. The most common hazards for the two districts have been observed to be droughts and mid-season dry spells, crop and livestock pests and diseases resulting poor maize harvests, high cattle poverty death in the province and smallholder farmers getting very low prices for their cattle. Low lying wards in the two districts are prone to flooding. The 2016/17 agricultural season has been an exception. It was characterized by excessive rains which resulted in water logging, leaching and flooding. Potential crop yield was also negatively affected by breaks of armored cricket and fall armyworm. Flooding due to the effects of Tropical Cyclone Dineo resulted in loss of both human and livestock, washing away of some crop fields and damage to property such as houses, school and clinic buildings and destruction of bridges and roads. The cash crisis affecting the country has adversely affected some project interventions especially Village Savings and Lending (VSL).
