Socio-Economic Status Analysis for Potential Job Creation Interventions Assessment Report

CARE Ethiopia is implementing a three-year project entitled “Water for Food Security, Women’s Empowerment and Environmental Protection (SWEEP)” in East and West Belesa Woredas of Central Gonder Zone, Amhara Regional State. The project focuses on marginalized rural women and girls, people with disabilities and unemployed youth. As one of the project activities, this “socio-economic status analysis of unemployment among youth (15-29) and other vulnerable target groups (female family heads and persons with disability) for potential job creation interventions” was conducted.

RESI Final Evaluation

The Rural Economic Sustainability Initiative (RESI) aimed to support inclusive and sustainable rural economic
development in four target municipalities in Kosovo: Prishtinë/Priština, Novo Brdo/Novobrdë, Kamenicë/a and
Ranil(l)ug. The approach utilised built on a very successful previous project and featured grants to MSME in agriculture,
capacity development of municipality agriculture departments and a special focus on empowerment of women and
socio-economically vulnerable groups.

Relevance. RESI was found to be highly relevant to the four chosen municipalities and filled critical gaps that were
impeding rural economic development at farmer, processor and local government levels.

Effectiveness. RESI has delivered its outputs which is a massive achievement in such a short 3 year period. The
project met or exceeded each of its targets as per the output indicators. In terms of outcomes, specific targets were
not set but increased income and job creation has occurred and can be linked to RESI.

Efficiency. RESI was highly efficient. As compared to the previous (IRDS) project the RESI team scaled up all aspects
of the project across 4 municipalities and dispersed twice as many grants in only 3 year (as compared with 5).

Impact. Data gathered by the RESI team shows that 285 new full-time jobs and 490 seasonal jobs have been created
so far. Income of grant recipients has increased by 53% on average.

Sustainability. Overall signs are good, but it is too soon to concretely assess sustainability.

Kore Lavi Title II Program Haiti – Midterm Evaluation

This reports presents the findings, conclusions and recommendations related to the Kore Lavi mid-term evaluation.

DESCRIPTION OF KORE LAVI. Kore Lavi’s Theory of Change holds that positive and lasting transformation must happen within interrelated domains: (1) where the effective social safety net programming and complementary services reach the most vulnerable populations and protect their access to food while building self-reliance; (2) that achieve breadth and depth in behavior and social change needed to tackle under-nutrition among vulnerable women and children; and (3) that institutionalize accountability, transparency and quality of delivery for mutually reinforcing social protection programs under the leadership of MAST.

EVALUATION METHODOLOGY. The evaluation employed three data collection methodologies: document review, key informant interviews, and focus group discussions.

PRIMARY FINDINGS AND CONCLUSIONS.
At the time of the MTE, Kore Lavi had completed data collection in 16 communes demonstrating the ability to adapt and innovate to address the initial data quality problems that existed at the beginning of the program.

In terms of its implementation on the ground, the food voucher scheme is operating well in identifying voucher recipients and enrolling them in the program, distributing food to beneficiaries via paper or electronic vouchers, recruiting and managing the network of collaborating vendors, enforcing policies governing the scheme and overseeing operations. Food received by beneficiary households from both paper and electronic vouchers is inevitably shared with non-household members, including neighbors and even strangers. The VSLA scheme has effectively provided a mechanism by which large numbers of vulnerable women and men living in program communities can save and access small loans at reasonable interest rates to invest in their businesses or children’s education or for other purposes.

SO3 social behavioral change communications interventions are, on the whole, well designed and well implemented. Care Groups, moreover, appear to be an effective methodology for mobilizing women and communicating critical SBCC messages. Community health agents and Lead Mothers play a critical role in SO3 activities. While they are, for the most part, doing a good job and are satisfied with their roles, they also have a number of legitimate concerns related to the lack of monetary compensation and reimbursement for expenses incurred. The program has done a good job identifying and reaching the targeted women and infants.

Kore Lavi has taken a holistic approach to gender integration from design to implementation and has made a conscious and good faith effort to integrate gender considerations in each of the four program SOs.

Kore Lavi has prioritized information management and has demonstrated a clear institutional interest in improving knowledge and learning.

YOUTH EMPLOYMENT PROJECT: Documentation Report

The Youth Employment Project (YEP) is a project funded by the Swiss Agency for Development and Cooperation (SDC). The project started in September 2014 with a 3-year plan aiming at providing job creation and income increase opportunities to the youth in Aswan, in the agricultural sector. Aswan, in particular, has suffered economically since 2011, with a continuation of slowdown in tourism. While the majority of employment percentage in Aswan comes from agriculture, the economy as a whole is largely tourism based. The agricultural sector is an economic opportunity in Aswan, with potential of employment and increased income to the rural communities, and the economy at large. The project is designed to serve the agricultural sector in Aswan, which is heavily based on smallholder agriculture. Young people from the rural areas of Aswan have no option other than to work in the agricultural sector or to commute or migrate to the capital or to other urban centers across Upper Egypt in search of employment and better prospects. With this opportunity in the plan, the project was designed based on two outcomes (1) Increased production or revenue and profits for farmers, fishermen, traders and processors in the horticulture, livestock, aquaculture and fisheries value chains; and (2) Enabling environment improved for the development of new and existing horticulture, livestock, aquaculture and fisheries businesses in Aswan. Seven value chains were identified to be the focus of the project: Dairy, Poultry, Sheep/Goat, Fisheries/Aquaculture, Date Palm, Tomato, and Aromatic/Medicinal Plants. Interventions in each value chain were addressed through the micro financing, zero interest loans, capacity building and technical assistance. The project worked closely with local CDAs and Coops to build their capacities and encourage these associations to work with business models that are sustainable and income generating, aiming at providing job opportunities to the youth in the agricultural sector. The project faced several challenges in kicking off the activities, while establishing the Agriculture Services & Development Foundation (ASDF), in parallel, as a main project outcome. The findings of the evaluation resulted in seizing the project and its activities, as the project had not achieve the expected targets. Nevertheless, there were lessons learnt and best practices, along the way, in the value chains, processes, and community engagement that need to be documented, as references, for future projects. Aung Myin Hmu Project (Industry Solutions for Safe Employment)

Despite the benefits of migration for rural households, the process is difficult for migrating family members. One of the main drivers of trafficking is the need for women to travel to look for better employment opportunities, making them vulnerable to unscrupulous brokers. Enhancing job opportunities for women and improving access to educational and vocational facilities are key to combating trafficking and creating a successful migration. The Aung Myin Hmu journey began in 2017 with a recognition that female migrant workers were not receiving the skills necessary to produce quality work and improve their earnings, due to a lack of quality driven training provision for the industry. Once in-factory, reports from CARE International showed that 1 in 2 women workers in garment factories in South-East Asia have experienced some form of sexual harassment.
Aung Myin Hmu (AMH) a project of CARE International in Myanmar, worked in partnership with Legal Clinic Myanmar and Business Kind Myanmar (BKM) and in collaboration with the Ministry of Labour, Immigration and Population (MoLIP) to improve the quality and safety of employment for urban migrant women. AMH established a Garment Skills Training Centre (TC), supported the establishment of accredited training lines in factories and trained factories in policy for safe and respectful workplaces (prevention of sexual harassment) in garment factories facilitated essential legal and social support to female garment workers. Working with private sector, legal, social and service providers to improve workplace and community protection systems against Gender Based Violence (GBV), AMH ensured that migrant women were able to have easy access to appropriate services.
The project period saw the growth of the industry from around 400,000 workers in 2017 to 700,000 at the start of 2020. COVID 19 had a huge impact on the industry with a 25% of workers losing their jobs or being furloughed, and then in February the military coup impacted the industry further as Brands were uncertain, they would continue working in Myanmar and factories lost orders.
AMH’s two-month courses were designed to train modern sewing methodology on semi-automatic machines, labour law and rights at work though the International Labour Organisation’s (ILO) Better Rights at Work Programme (BRAW) and basic skills, including communication, problem-solving skills, nutrition and personal finance management. Sexual harassment (SH) and environmental awareness training completed the curriculum. Factories have told us that AMH workers are more systematic, progress faster, can use many machines and change styles more easily.
The project promoted the residence of workers as AMH trainees had a higher rate of productivity and earned higher salaries than informally trained workers, enabling them to support their families and make healthier food choices. Trainees gave feedback that the training enabled them to be more discerning in their choice of factory, choosing those with better working conditions and which product they preferred.
A higher productivity rate also increased the factories’ profits and resilience to shocks though it is noted that those factories who placed value in training, were also likely to be those who placed value in workers and therefore could achieve a higher productivity.
During the project period, 5428 trainees graduated from AMH training centres, AMH supported government venue and factory training line of AMH partner garment factories. More than 1400 garment workers graduated from AMH garment training centre.
AMH continued to advocate for the approval of 11 drafted National Occupational Competency Standards (NOCS). Significant challenges, including political sensitivities among stakeholders about the inclusion of industrial relations content contributed to the delays in approval. However, AMH delivered the highest number of test candidates out of all assessment centres in Myanmar and made a major contribution to the overall testing numbers, convincing factories of the relevance of NOCS for the garment sector.

Technical Feasibility Study for Establishing a Mango Pulp Processing Plant in South Kordofan

This technical consultancy is commissioned to assess the viability of a multi-fruit processing facility in South Kordofan region. This region is mango-rich where 35% of all Sudanese mangos originate and therefore a process- ing facility would sit at the heart of the raw material source. Operational best-practices generally promote value-addition facilities to be located either closer to the end user or at the raw material source.
The feasibility study included extensive secondary research on the subject as well as an intensive element of primary research that included field work across South Kordofan (Kadogly, Rashaad, Tandik and Abu Jubeiha), interviews with KIIs, focus groups with farmers, traders & women associations and observational assessments. The analysis of the data and information was enriched by engagement with the supply chain who guided the team to design the appropriate value chain that is conducive to the environment.
This research recommends the adoption of the dormant Tandik facility for the fruit processing facility. Our architectural team have analysed the data and information and trust the Tandik site would require investment to upgrade the facility, but it provides a substantial launch pad for the project to have a near-ready facility. Moreover, the authorities at the Ministry of Agriculture at Kadogly, Rashaad and Abu Jubeiha localities, have all endorsed the adoption of this site and are willing to champion tax and rent concessions for the operator. Nepal Second Phase COVID-19 RGA

Nepal is currently undergoing the devastating effects of the second wave of COVID-19 pandemic. With the unprecedented surge in COVID-19 infections, the government of Nepal imposed prohibitory orders since April 29 in Kathmandu valley. Similarly, District Administration Offices (DAOs) in 75 out of 77 districts in the country have enforced prohibitory orders to break the chain of COVID-19 spread.1 As the country is reeling under the weight of increasing infections and death rates with fragile health infrastructure, there has been less attention to and evidence on gender and socio-economic impacts of the crisis on the most vulnerable and marginalized populations.
Global evidence from the previous year suggests that the pandemic led to disruption of social, political and economic systems and deepening of pre-existing gender and social inequalities. UN study 2020 highlights that the distribution of effect of any disaster or emergency correlates with the access to resources, capabilities, and opportunities which systematically make certain groups more vulnerable to the impact of emergencies, in particular women and girls.2 Women and girls in Nepal are particularly vulnerable to the immediate and long-term health and socio-economic impacts of the pandemic because of the pervasive inequalities in gender norms and structures.
The RGA conducted by CARE Nepal in partnership with Ministry of Women, Children and Senior Citizens (MoWCSC), UNWOMEN and Save the Children Women 2020 had shown that women’s unpaid care work and unequal division of labor were exacerbated because of closure of schools, public spaces, and care services. In addition, men’s loss of jobs and income and use of savings on gambling and alcohol had led to increased household conflict and women’s vulnerability to domestic violence. The study also revealed that 83 per cent of respondents lost their jobs; the hardest hit among them being women working as daily wage workers. The pandemic had also aggravated intimate partners and gender based violence for women and girls especially from marginalized groups such as Dalits, gender and sexual minorities (LGBTIQ++), women with disabilities, and adolescent girls.
