EJERCICIO DE REVISIÓN DESPUES DE LA ACCIÓN
The evaluation report outlines the efforts of the Climate Change and Resilience Program, which focuses on enhancing the capacities of vulnerable populations to manage extreme climate events and other natural disasters. One significant project aims to conserve and restore forest landscapes in the municipalities of La Reforma, El Quetzal, and Colomba Costa Cuca. This initiative seeks to build on previous conservation efforts by strengthening local governance through the establishment of Environmental Management Units. Key activities include the formulation of municipal environmental policies and the reactivation of stakeholder dialogue to ensure community participation. Additionally, the project supports community-level training for volunteer promoters and the implementation of biocultural productive projects that diversify agroforestry systems. Running from December 1, 2022, to May 31, 2024, the project covers 33 communities and is funded by the Tropical Forest Conservation Fund (FCA).

Sistematización del modelo de respuesta sanitaria desde la comunidad – FORS
CARE Perú en asociación con la compañía minera Antamina implementó el Proyecto de Fortalecimiento de la Respuesta Sanitaria Local a través de la Movilización y Reactivación Social (FORS), con el objetivo de fortalecer las capacidades de respuesta organizada de los sistemas de salud locales y las comunidades/territorios del Área de Influencia Operativa (AIO) de Antamina, frente a la emergencia de la CODIV-19, priorizando a la familia como unidad de vigilancia, información y cambio de hábitos, a través de dos componentes: 1) Movilización local de respuesta a la COVID-19 y Reactivación Social; y 2) Fortalecimiento de los Establecimientos de Salud locales para la atención de la pandemia según nivel de atención. CAP Final Proyecto FORS
Este estudio se ha desarrollado en el marco del proyecto Proyecto Fortalecimiento de la Respuesta Sanitaria Local a través de la Movilización y Reactivación Social (FORS). El objetivo del estudio fue implementar el estudio de línea de salida (final) de los Conocimientos, Actitudes y Prácticas (CAP) de las familias del Área de Influencia Operativa de Antamina, del personal de establecimientos de salud del AIO, y valorar la contribución del proyecto FORS en el impacto de la reducción del COVID-19. SHOUHARDO III – Capturing the changes and impacts of reformed Community Groups
SHOUHARDO III program established the Community-level Thematic Groups in the inception year of the program in 2016 to facilitate the large-scale program interventions on Agriculture and Livelihoods (Farmers’ Field Business School/FFBS), Health and Nutrition (Maternal Child Health and Nutrition/MCHN groups and Mother Groups), Women’s Empowerment (Empowerment Knowledge and Transformative Action/EKATA), and Governance (Village Development Committees) with additional components represented by the youth groups and Village Savings and Loan Associations (VSLA). These groups were reformed into gender and age-specific Community Groups (CG) following the midterm evaluation in 2018 that provided recommendations on putting in place a sustainability strategy. ESTUDIO CUALI-CUANTITATIVO COMPARATIVO DE CONOCIMIENTO, ACTITUDES Y PRACTICAS (CAP), ENTRE LOS PARTICIPANTES DEL PROYECTO “¡VAMOS PIURANOS: CONSTRUYAMOS RESILIENCIA PARA NUESTRO DESARROLLO SEGURO Y SOSTENIBLE!”
El Proyecto “¡Vamos Piuranos, construyamos resiliencia para nuestro desarrollo seguro y sostenible!” financiado por la Dirección General de Ayuda Humanitaria y Protección Civil de la Unión Europea (ECHO), se ejecuta en el marco del Plan de Acción Humanitaria (HIP, por sus siglas en inglés) 2018-19, el cual fue implementado por el consorcio liderado por CARE PERÚ e integrado por Cooperazione Internazionale (COOPI) y Radio Cutivalú. Tras los efectos del Fenómeno El Niño (FEN) Costero, el proyecto “¡Vamos Piuranos!” buscó contribuir a la construcción de la resiliencia de las comunidades vulnerables y las instituciones en zonas expuestas a peligros hidrometeorológicos adversos y recurrentes.
El Proyecto “¡Vamos Piuranos”! está organizado en tres resultados, el primero denominado: “La población vulnerable afectada por el Niño Costero recupera sus medios de vida y protege sus activos a través de prácticas que aumentan su resiliencia ante eventos adversos recurrentes”. En el cual se dio cuenta de las capacidades alcanzadas principalmente, con los beneficiarios a través de los diversos programas de formación implementados. Esta intervención tuvo un enfoque principalmente en la gestión reactiva, para lo cual se desarrollaron sistemas de alerta temprana, planes de contingencia comunitarios, planes familiares de emergencia; además de la conformación, equipamiento y reconocimiento oficial de las brigadas comunitarias. A fin de constatar los cambios logrados por el proyecto, se muestran algunas estadísticas: antes del inicio del proyecto, el 62% de los encuestados conocen sobre los peligros que existen en sus comunidades; con la intervención del proyecto, se logró que el 98% de los encuestados conozcan los peligros que afectan su comunidad. En el mismo sentido, antes de iniciar el proyecto, solo el 1% conocían las rutas de evacuación, luego de la intervención del proyecto el 97% reconoce las rutas de evacuación. FINAL PERFORMANCE EVALUATION REPORT OF THE PROJECT “ZIKA RESPONSE IN ECUADOR AND PERU”
This document is the final report of the performance evaluation of the binational project Zika Response in Ecuador and Peru, implemented in Ecuador and Peru by CARE from 2016 to 2019. The main objectives of the project were to strengthen community, local and national capacities to respond to the outbreak of Zika virus and other vector-borne diseases, as well as to improve regional and national efforts to reduce Zika transmission rates.
The evaluation of the project in Ecuador was carried out in the intervention zones of 10 cantons of the provinces of El Oro, Manabí and Esmeraldas, between August and September 2019; in Peru, in 20 districts of 10 provinces of the departments of Tumbes, Piura, Lambayeque, and Cajamarca. After the elaboration of the work proposal and the methodological design of the evaluation, secondary information was collected and primary information was collected at field through interviews, focus groups and social mapping (in Ecuador), and a Likert scale survey (in Peru). The evaluation was framed in five blocks: General Aspects, Community Mobilization, Community-Based Surveillance, Social and Behavioral Change, and Inter-Institutional Planning and Coordination.
The main findings of the evaluation determine that the project achieved, for the most part, the objectives of the project, having as its main achievement the facilitation of inter-institutional coordination of the different actors in the territory. In Peru, the experience of community-based vector control, supported by technological and communications innovations, stands out. In both countries, the project successfully mobilized the community to carry out prevention strategies against Zika and increase knowledge of the risks of this type of disease, as well as useful individual and collective strategies for its prevention. Strengthening Rural Development Models in Georgia (ENPARD II) Midterm Evaluation
Strengthening Rural Development Models in Georgia seeks to build on the success found by Mercy Corps, CARE and People in Need as they introduced the LEADER model for rural development to the municipalities of Borjomi, Lagodekhi and Kazbegi. In addition to continuing to implement this community-led local development approach, they were tasked with providing more national-level support for other Georgian LEADER implementations with the support of ELARD, a Europe-based not for profit organisation.
A series of interviews and focus groups held with beneficiaries, implementing agencies and other stakeholders provided a very positive picture of the impact being delivered by the LEADER model in these three municipalities, particularly in terms of increased engagement with local governance, community cohesion and economic participation.
Results further suggested that the growing presence LEADER in Georgia’s rural municipalities was positively moving Georgian rural governance in the direction envisioned by the Georgian Government and the Delegation of the European Union, that is, towards a state of alignment with the European Common Agricultural Policy.
The main difficulty identified is that Georgian Government policy looking forward appears to be wavering with regards to its commitment to the LEADER model, despite the levels of investment provided by the EU. Read More...
