MÁS DERECHOS Y MENOS PREJUICIOS: Guía de buenas prácticas en comunicación para el desarrollo y salud mental, en el contexto de la migración venezolana
Ante la crisis migratoria venezolana en Perú y la pandemia por la COVID-19, en Tumbes, Piura, La Libertad, Lima y Callao, el Proyecto Alma Llanera se planteó al objetivo general de mejorar la autosuficiencia y la integración de personas refugiadas y migrantes venezolanas vulnerables en Perú, a través de un mayor acceso a los servicios de protección, salud mental y a los medios de vida.
Esta guía se centra en los servicios de salud mental. Particularmente, identifica las mejores prácticas de comunicación para el desarrollo en la promoción de la salud mental. Las mismas que responden a estas dos preguntas clave: (1) ¿Cómo derribamos el estigma asociado a la salud mental entre las personas migrantes para convertirlos en agentes de cambio?, y (2) ¿Cómo evitamos las generalizaciones y transformamos la eventual xenofobia en empatía y confianza? La guía cuenta con cinco capítulos. El primero narra los antecedentes de la intervención. El segundo la describe. Para ello, presenta sus conceptos clave, los territorios en los que operó y los criterios y las dimensiones sobre las que se calificaron las buenas prácticas. El tercer capítulo presenta las cuatro buenas prácticas seleccionadas. Al final de la guía encontrará tanto las conclusiones como las recomendaciones para promover la salud mental, a través de iniciativas de comunicación para el desarrollo.
Las cuatro buenas prácticas destacadas en esta publicación se centran en las personas y adoptan una comprensión integral de la salud mental que, para empoderar tanto a las comunidades venezolanas como de acogida, responde a los determinantes sociales, incluye la continuidad y calidad de cuidados integrales y requiere del trabajo interdisciplinario e intercultural. A través del arte, la música, la cocina y las historias personales, las buenas prácticas de esta guía generaron un espacio (físico o virtual) de divertimento, encuentro e intercambio.

Lesson Learned from the construction of a 1800m3 capacity gabion in Wadi Hassan Valley, Khanfer district, Aden governorate under Food for Assets (FFA) Project
What is the specific situation that the lesson learned relates to?
It is about this asset that serves and protects more than 5,000 acres of agricultural land from drought and adds value in different aspects such as increasing underground water level of Abyan and Aden, as such, leading to diversified livelihood options e.g. livestock rearing and bee farming.
How is this impacted by the local context/environment/culture?
The agricultural sector is one of the most important economic sectors in Abyan governorate, and the main source of income for most of the people, as many of them are engaged in agriculture activities. Abyan governorate is famous for its agricultural valleys including Wadi Banna, Wadi Hassan, Wadi Delta Abyan, Delta Ahour.
Because of previous conflicts and wars that occurred in Abyan, the irrigation system was destroyed and was subjected to destruction and neglect. The Abyan Delta agricultural area located in the districts of Zanzibar and Khanfar in Abyan governorate experienced high flow of water from seasonal rainfall, however, the flow of water irrigated a small part of agricultural areas in Khanfar and Zanzibar districts. The bulk of these flood water went into to the sea, as well as causing damages such as eroding farmers' lands, damaging roads, damaging irrigation channels, bridges, and even the destruction of homes that affected some villages and population centres.
After the failure of the dam project in Wadi Hassan in year 1992, many irrigation channels, including Hussein Canal, were deprived of floodwater, which led to the drought of agricultural lands, in the process, depriving more than 2000 families of their main source of income. Hussein Canal covers more than 5000 Hectares of agricultural land that has been deprived for more than ten years of seasonal floods, which is its main source of irrigation by torrents.
In this project, five villages (Al-Dergag, Al-Komblyah, Maykalan, Kadmat Al-Saeed qasem and Obar Otman) that are inter-connected as a sub-district were targeted and benefited from the floodwater that came through the Hussein Canal. Based on the community leaders and irrigation office’s request, a 1800m3 capacity Gabion (360 inter-connected sub-gabions each with size 5m length X 1m depth X 1m breadth) covering a distance of 105 meters was constructed in Wadi Hassan to bring water from the valley to Hussein main channel for irrigation for villager’s lands by floods and torrents water. GEWEP II: Gender Equality and Women’s Empowerment Programme II Final Report
GEWEP II works with and for poor and vulnerable women and girls. More than 8 160 000 women and girls live in our programme areas, and the end programme target is to directly work with 1 022 200.
The main impact is through Village Savings and Loan Associations (VSLAs). The VSLA model came out of a pilot in Niger in the early 90s. Nearly 30 years later, there are more than 6.7 million VSLA members across the globe. Other organisations and governments have adopted CARE’s model, thereby multiplying impact. GEWEP continued to scale up VSLAs, and advocated for governments to recognize the model. The Governments of Burundi, DRC, Niger and Rwanda all recognize the important contribution of VSLAs to women’s economic empowerment, manifested within national strategies, policies and funds.
Women’s economic empowerment opens up for women’s participation. GEWEP supported women to come together and find confidence and common cause through VSLAs. We find VSLA women who actively participate in decision-making in formal structures, and who manage to stay there despite resistance from some men. This is the main success for women’s participation, across countries.
The shrinking space for civil society remains the most difficult challenge. In all countries, CARE’s main approach was to maintain good relations with those that are directly engaging with the field of women’s rights or who control the implementing areas or relevant political processes. This approach was successful in terms of preserving enough working space for CARE, GEWEP partners and other civil society actors working in the same field. Read More...

Proyecto Lendwithcare – Revisión de Resultados
Lendwithcare es una plataforma web de crowlending promovida por CARE International UK, que opera en todo el mundo conectando a personas que desean apoyar a emprendedores en situación de vulnerabilidad socioeconómica a través de préstamos a baja tasa o sin tasa de interés. Gracias al uso del Internet y de los avances a través de plataformas tecnológicas, el proyecto Lendwithcare llega al Perú a inicios del año 2018 a través de CARE Perú y el Instituto de Desarrollo Regional Cesar Vallejo (IDER CV) bajo la línea de créditos CREDILIDER para financiar a micro y pequeños (as) emprendedores(as), especialmente negocios liderados por mujeres emprendedoras vulnerables, con acceso limitado al sistema financiero de las zonas rurales y periurbanas de las regiones de Piura, La Libertad y Tumbes.

Strengthening Resilience and Inclusive Governance (STRENPO) Mid-term Review
The Strengthening Resilience and Inclusive Governance Program (STRENPO) is a 4-year programme in the nexus between humanitarian and development work, managed by CARE International in Uganda, in partnership with four Ugandan civil society organisations. The programme commenced in April 2018 for the years 2018-2021.
The overall objective of STRENPO is: Women and youth in vulnerable, natural resource-dependent communities, including refugee settlements, are resilient to shocks and stresses arising from natural resources degradation, climate change, and conflict & displacement.
The overall impression generated from the documents review and the consultations in Uganda is that programme implementation is largely on track compared with work plans; this includes individual partner projects carried out by three ‘old’ partner organisations and RICE-WN as the new partner in the programme. Interventions are well-managed and the STRENPO team in CARE as well as staff in the partner organisations appear dedicated to the implementation of the programme in general and to their particular contribution.
A baseline survey was undertaken in late 2018 and is assessed as a well-planned and executed activity. The study focused on measuring resilience and the result was a sophisticated framework of criteria for categorising indicators of capacity to anticipate and respond appropriately to climate changes. Important information also came out from the Gender Sensitive Climate Vulnerability and Capacity Analysis (G-CVCA) that were undertaken by mid-2019.
- It is therefore recommended to introduce a more diversified approach to the interventions that targets impact groups directly, building on findings from the baseline survey and the G-CVCAs.
- It is recommended that STRENPO continues a strong follow-up to the CAAPs in order to facilitate funding of activities of priority to the involved communities and relevant to the programme’s objectives.
- It is therefore recommended that STRENPO during the coming two years increases the focus on using potential avenues for best practices replication and other catalytic effects.
- It is recommended that the STRENPO partners together selects a handful of the outlined ‘strategic actions’ for further development and specification.
- It is recommended that some of the capacity gaps that have key relevance for the programme are selected, so that it can be decided what type and how much support to the capacity development interventions the programme is able to offer.
- It is recommended that STRENPO in early 2020 reviews its potentials for engaging in stronger partnerships with the private sector, using a market driven analytical approach to determine appropriate interventions and relevant value chain and private sector actors to engage with.
- It is recommended that the STRENPO team engages in a discussion with CARE Danmark to further clarify their understanding and expectations regarding the programme’s inclusion of innovative climate change prevention solutions and a transformative approach to resilience.
- It is recommended that STRENPO undertakes a quick review of its results framework, with the intention to reduce the number of indicators, but also to allow a breakdown on some indicators into refugees and hosts. The revision should also aim at reducing and/or combining the qualitative indicators and progress markers. It is furthermore recommended to review and revise the phrasing of result areas and the Theory of Change, taking note of the suggestions made during the MTR workshop.

Case Study on Project Model of “My Right to My Future – Women’s Participation in Peace Building and Conflict Resolution” 2015-2017
“Peace” remains a very controversial term in the Palestinian society. Talking about peace while tensions are again on the rise and divisions are growing seems like a hopeless task for many. In Palestinian context; peace building does not only refer to Israel and Palestine, but also refers to internal conflicts and the political division between the Gaza Strip and the West Bank. These internal challenges are a main theme in this project and a high priority among the communities. Both cross-border negotiations as well as talks between national actors share the great absence of female voices and women representatives. A main need for inclusive peace building that can have a real impact is the greater involvement of women in circles of conflict resolution.

Improving Agricultural Production and Improved Access to Water, Sanitation and Hygiene for Drought Affected Populations in Masvingo Province (MERP)’ Project
In September 2018, Care International in Zimbabwe (CIZ) commissioned Keeptrack Consultants to conduct an End of Term Evaluation (EOTE) of the USAID-OFDA funded ‘Improving Agricultural Production and Access to Water, Sanitation and Hygiene Project (MERP) in Bikita, Chivi and Zaka districts of Masvingo Province, Zimbabwe. Initially implemented from 2016-2017 in response to the El Nino induced drought, the project was granted a cost modification for the period 2017-2018 in order to respond to La Nina induced flooding. The extension came with an expansion of coverage from 15 wards initially to 18 wards in the same target districts in the final year. The goal of the project was, ‘To provide immediate assistance and recovery to drought affected populations in Masvingo Province through asset (livestock protection), access to water sanitation and hygiene as well as agricultural production. Project activities were aligned to three sectors namely Agriculture and Food Security Sector, Economic Recovery and Market Systems Sector and the Water, Sanitation and Hygiene Sector.
According to the Terms of Reference (TOR), the purpose of the end of term evaluation was to assess and provide reliable end-line information on project performance against set parameters. Relief Support for Flood and Cyclone Affected Population in Need in South-East Bangladesh (RESPONSE) Project
Heavy rainfall befell Bangladesh in the last week of June 2015, causing landslides and flash flooding. 29 Upazilas (sub-districts) of the South-Eastern districts of Cox’s Bazar, Bandarban and Chittagong were the worst affected areas as identified by the Department of Disaster Management (DDM) - a Joint Needs Assessment revealed that a total of over 1.8 million people were adversely impacted.
Incessant rainfalls in turn resulted in a depression in the North Bay of Bengal and transformed in to a Cyclonic Storm ‘Komen’ on 30 July 2015, affecting 15 districts situated in the low-lying areas of the coastal belt, offshore islands, and chars. ‘Komen’ led to further heavy to very heavy rainfall across the entire country, and caused inundation in many areas of Southeast Bangladesh, including those which were affected by the initial phase of heavy rainfall. Consequently the lives and livelihoods of a large cross section of people from these areas were severely impacted – JNA and a post-cyclone rapid impact assessment conducted in the most affected districts revealed that the total number of people affected by flash floods and ‘Komen’ stood at 2.6 million in Southern Bangladesh!
The assessments identified Food Security/Supply, Livelihoods, WASH, and Shelter as the immediate needs of the affected people. Humanitarian actors came together to incorporate these needs in to a Joint Response Plan (JRP) aimed at addressing the immediate and emerging adversities facing the most vulnerable and affected communities. The response plan was also endorsed by the key stakeholders including government and donor organizations.
Based on the JRP the National Alliance for Risk Reduction and Response Initiatives (NARRI) consortium undertook a response project in the most affected areas. NARRI responded to the immediate needs of affected communities by providing unconditional cash grants as assistance. CARE Bangladesh led the consortium with Oxfam, Concern Worldwide (CWW), Concern Universal (CU) and Plan International as consortium members, while Handicap International served as technical partner. Consequently the lives and livelihoods of a large cross section of people from these areas were severely impacted – JNA and a post-cyclone rapid impact assessment conducted in the most affected districts revealed that the total number of people affected by flash floods and ‘Komen’ stood at 2.6 million in Southern Bangladesh!
The assessments identified Food Security/Supply, Livelihoods, WASH, and Shelter as the immediate needs of the affected people. Humanitarian actors came together to incorporate these needs in to a Joint Response Plan (JRP) aimed at addressing the immediate and emerging adversities facing the most vulnerable and affected communities. The response plan was also endorsed by the key stakeholders including government and donor organizations.
Based on the JRP the National Alliance for Risk Reduction and Response Initiatives (NARRI) consortium undertook a response project in the most affected areas. NARRI responded to the immediate needs of affected communities by providing unconditional cash grants as assistance.
